TCC17 plenary was scheduled from 10am to 2pm Pohnpei time each day (including a half hour break), except for:

Monday 27 September, when plenary will meet for a shortened session from 4 to 7pm (Pohnpei time) to review the pCMR.

Tuesday 28 September, when plenary will meet commencing at 9am Pohnpei time.

Sunday 26 September – there will be no meeting, with the day reserved for delegations to rest and for the drafting of the pCMR.
The later start on Monday 27 September was scheduled to ensure delegations have time to review the pCMR ahead of plenary consideration, as well as recognise the impact of the meeting timing on certain delegations. On 23 August, the TCC Chair has issued Circular 2021/69 related to the TCC17 meeting dates and schedule.
The TCC17 Online Discussion Forum (ODF) commenced on Monday 23 August 2021 with a preliminary list of topics. Additional topics will be added to the ODF as the relevant papers are posted for TCC17, and the topics to be added will guided by the provisional list of ODF topics (list). The ODF will provide the key platform for preparatory and supplementary work that will enable TCC participants to best utilise the limited time available in the Zoom plenary. Hence, the ODF will include both:
- Topics that will be considered primarily through the ODF, with outstanding, high priority issues to be resolved in plenary only if needed; and
- Topics that will be presented in the ODF for preliminary discussion and exchange of views but with full consideration in plenary.
CCMs were requested to provide delegation papers/proposals and/or requests for additional ODF topics at least 30 days ahead of the meeting ie by Sunday 22 August 2021. The TCC17 ODF will remain open until after the end of Day 1 (Wednesday 22 September 5.30pm Pohnpei time).
TCC17 participants must be registered and approved for the TCC17 meeting in order to participate in the ODF.
