This is the fourth iteration of the Secretariat’s standing paper on data available to verify CMS obligations (WCPFC-TCC22-2026-06), first tasked at WCPFC19. Across those iterations the core finding has been stable: independent verification is strong for a limited set of high-coverage obligations, particularly purse-seine fishing-day limits in EEZs and high seas and the HSP1 vessel limit, where operational catch and effort, VMS and observer data can be combined; many catch-based and vessel-number limits, obligations that use terms such as “actively fishing for”, and a significant number of FAD, shark, seabird, turtle and marine-pollution measures continue to rely predominantly on CCM self-reporting, with persistent gaps in longline observer coverage. TCC22 is invited to draw conclusions from that series and to consider recommendations for WCPFC23.
